This is "Over Again Four", a chapbook by Udo Breger with drawings by Aldo Bonato. Edited by Jim McCrary in an edition of only 46 copies. 

This story does not mention William S. Burroughs explicitly (aside from the mention of William Burroughs Communications at colophon and thanks to William Burroughs at last page), this story hints to be partially a recollection of the author of a visit to Burroughs -- WSB's cat Fletch is explicitly mentioned.
